chore: move doc-drift-check.js and bash-runtime.js into tests/tools (#460)

Closes #460. Part of #456.

git mv only, plus the three require path fixes and the two test files following their subjects. doc-drift-check.js still scans skills/*/SKILL.md, references/*.md, and _context.md from the repo root and runs inside node --test. Shipped script inventory 14 → 12 files.

Verified: node --test green, smoke 165/165, doc-drift OK.
