refactor: delete status.sh Local Files, Relay Runs, Past sprints sections (#459)

Closes #459. Part of #456.

Keep test: the Local Files block counted task mirrors in a format parked at v0.11.0, the Relay Runs block re-derived another tool's run-directory slug (sha256 of the repo path) and grepped its manifests, and Past sprints was ls | grep completed. None guards state, none is hard to redo, none is consumed. Cut, not rewritten; the --json delegation, the Active Sprint block (single + portfolio), and --track are byte-identical. status.sh 163 → 109 lines; the smoke fixture that only fed the Local Files block is gone (165 → 162 assertions).

Verified: node --test green, smoke 162/162, doc-drift OK.
