fix(orient): recover Progress and in-flight pointers for scenarios 1 and 8

PR #491 clarified Orient but left scenarios 1 and 8 open. This adds the contract line plus sprint-state regressions for latest Progress/next_batch and in-flight PR/branch/unmoored recovery.

Closes #490

Verify: node --test --test-concurrency=1 tests/dev-backlog/sprint-state.test.js — 31 pass
