SCRUM-588 fix: 위키 갱신 후보 문서를 매핑표로 정하고 판정 누락 검사 - #133

Claude 가 sync.md 감지 기준을 읽지 않고 판단해 .github 변경의 conventions.md 확인 필요를 놓쳤다(reviewer 지적). 범위 정리 단계에서 바뀐 파일을 mapping.tsv (sync.md 표의 기계용 사본)와 대조해 targets.txt 를 만들고, Claude 는 문서마다 고침, 갱신 불필요, 사람 확인 필요 중 하나를 요약에 남긴다. check.py 가 요약에 빠진 후보 문서가 있으면 실패시킨다.
