Improve WebSocket host failover for Emma chat

Summary

• remember the last working WebSocket host and skip known failures before connecting
• fall back across multiple backend hosts for both the voice client and chat UI, persisting successes in session storage
• reconnect the chat UI through alternate hosts when errors occur instead of looping on a single endpoint
