Summary

• Adds two tutorials for Vol 18 batch: drift-detection-between-systems (accountability pillar, priority 15, ties to Vol 18 shared-state theme) and adversarial-scoping (scoping pillar, priority 11, fills previously-empty pillar).
• Both drafts generated via the Phase 11B writer CLI against Claude Opus 4.6 and pass all 8 verifier checks.
• queue/topics.json flipped both entries to status: "published" with publishedAt: "2026-05-27".
