Brings in the v2.2.0 and v2.3.0 decoder releases. v2.2.0 adds the Victron SmartSolar MPPT decoder, consolidates several BTHome decoders (BTH01/OVVX/Tuya THB1/TH05F PVVX), adds the Govee H5140 CO2 monitor, and emits iNodeEM `batt` as int instead of string. v2.3.0 is tooling and docs only (Node.js bindings, VitePress migration) with no impact on the Python consumer.
