change motion mark scaling cvar to be "disable_scale_hud_motion_marks_by_speed" so scaling is on by default (by creating an inverse command) + some small optimizations

change the names to disable_scale_hud_motion_marks_by_speed in lua_help_ex and translation strings, google translate used to translate disable to "Запрещать" for russian, not sure if thats correct …
