Proposal: consolidate Python tooling with Ruff

Proposal

Consolidate the Python lint/format stack by using Ruff in place of Black, isort, and Flake8. The change keeps the current lint categories, line length, and exclusions; updates CI, pre-commit, helper scripts, and documentation; and removes the standalone Black/isort/Flake8 configuration.

Verification

• Ruff lint and format checks passed.
• Pre-commit checks passed.
• uv run --no-sync python -m pytest --cov --cov-report=term-missing --cov-fail-under=75 (62 passed, 79% coverage).

pm run check passed.

• djLint check passed.
