Summary
OpportunityTarget(issue / pull_request / eval_anomaly) without changingTargetIdentitySchema.pr_scan: cheap inventory (max 25) then enrich top 5, reusing contention, diffs, and gap analysis.Depends on #86. No CLI/MCP wiring (GW-047).
