Add make sync-status to display Rhiza sync history

Adds visibility into when the repository was last synchronized with the Rhiza template, addressing the need to track sync cadence and status.

Changes

• Added .rhiza/make.d/sync-status.mk with three targets:

  • sync-status-local - queries git log for Rhiza sync commits
  • sync-status-github - queries GitHub Actions for workflow runs (requires gh CLI)
  • sync-status - combined view with Rhiza version

• Updated CONTRIBUTING.md with sync status documentation

Commands gracefully handle missing gh CLI or absent sync history. Commit pattern matching aligns with .github/workflows/rhiza_sync.yml conventions.
