Preserve parser constants

Summary

• Preserve optional SPECCTRA parser (constant ...) descriptors when parsing DSN PCB parser sections.
• Emit preserved parser constants from stringifyDsnJson so PCB parse -> stringify -> parse keeps parser constant metadata.
• Add focused regression coverage for two parser constants.
