Preserve padstack flags

Summary

• Preserve DSN padstack (rotate ...) and (absolute ...) flags while parsing PCB library padstacks.
• Emit preserved padstack flags from stringifyDsnJson so PCB parse -> stringify -> parse keeps padstack metadata.
• Add focused round-trip regression coverage for padstack rotate and absolute flags.
