Preserve class use layers

Summary

• Preserve DSN class circuit (use_layer ...) descriptors while parsing PCB network classes.
• Emit preserved use_layer circuit metadata from stringifyDsnJson so PCB parse -> stringify -> parse keeps class layer routing constraints.
• Add focused round-trip regression coverage for class circuit use_layer descriptors.
