Change API Base URL

The base API URL is currently api.air.arizona.edu. This base URL also happens to be the backend API route for the precip_totals() in monsoon-api-package repo.

I propose changing the base API URL to api.aires.arizona.edu and creating a new route for precip_totals() that is not using the base URL. This new API URL can serve as an information landing page and the entry point to new APIs we incorporate in the future.

Should the base url be adjusted to api.aires.arizona.edu/monsoon/ with the precip_totals endpoint being at /monsoon/precip_totals?

Yeah that's what I'm thinking. And every additional endpoint following the same /monsoon/ path.
