Added map based incident location selection

Overview

This PR enhances the incident reporting workflow in the Public Citizen Portal by allowing users to select the incident location directly from the map.

User Flow

1. User opens the Report tab.
2. User clicks on the map to select the incident location.
3. A marker appears at the selected position.
4. User can drag the marker to adjust the location.
5. On report submission, the selected coordinates are sent to the backend.
6. If no location is selected, the system uses the user's current GPS location.
