…tion Decision 1's missing fact is now looked up and cited (z.ai API DPA 4(b) no-content-storage; consumer policy trains on no prompt content). The one-line routing-policy assertion is teed up for the operator; refusals keep recording until then. D07: recommend keeping the current S12 harness and skipping the eval slice — reopen on first-milestone pain.
