Aarch64 Support on Windows

Trying to debug rust on Windows PCs with new Snapdragon X Elite and Snapdragon X Plus chips (e.g. X1E-78, X1E-80, X1P-64, X1P-66).

These chips are fantastic and are very likely to take a majority market share in the windows notebook PC market.

I was able to build codelldb for Aarch64 (Windows/ARM64), I don't recall having to change anything other than using ARM64 configuration for Rust, I'll pull together the details and post them in a PR at some point if applicable.
