Overview
We used Lychee link checker as part of our checks. However we have noticed sometimes it would fail due to a non 4xx error code. These usually goes away on a rerun.
We need to add a delay timer when Lychee fails and retry again, preferably only on non 4x errors.
We should also move lychee checks to a separate workflows, it currents sit in the format check workflows.
