This is somewhat of an overhaul of how ProAvalon handles power users. Instead of relying on hardcoded lists, the Moderator, Tournament Organizer, and Percival roles are shifted to being stored in Mongo, with regularly updated cached versions of the lists being used in the isMod and equivalent functions. The Admin role is still handled via hardcoded list.
Admins can now promote and demote users from the other roles via admin command, and Moderators gain the ability to promote and demote Tournament Organizers via moderator command. Additionally, a "Winner" role is added, which has no special powers but gives the user a 🏆 badge beside their name. Tournament Organizers have permission to grant the winners of ProAvalon Tournaments this role.
The Tournament Organizer command structure has also been overhauled to match the way commands are handled for the Percival role, and finally, Tournament Organizers have been granted the ability to join passworded games without a password, which has been a frequently requested feature by TOs.
