toolbar-tool: new package

Adds toolbar-tool — a XOVI / qt-resource-rebuilder QML extension that turns the toolbar expand button into an at-a-glance readout of the active tool (and its thickness/colour) while the toolbar is hidden.

• Conflicts: toolbar-icon (both repurpose the same toolbar-expand button).
• Attribution: adapted from FouzR's toolbar_icon.qmd (GPL-3.0); my changes are layout-only — tuned font.pointSize/leftPadding and a right-justified thickness number for half-step (X.5) readability.
• Device/OS: Paper Pure only (!rm1 !rm2 !rmpp !rmppm), remarkable-os>=3.27 <3.28 — the only device I can test; happy to widen as other devices are confirmed.

If these are just layout tweaks / fixes, should they just be upstreamed to Fouzr's qmd?
