Hardens Invio CI reproducibility for F-009/F-010 by pinning external GitHub Actions to immutable SHAs, moving maintained actions to Node 24-compatible revisions, freezing explicit runner/Python/.NET versions, adding platform-specific dependency constraints and build-tool locks, and adding regression guards. Runtime application source, providers, schema, UI, requirements.txt, pyproject.toml, version, and release identity remain unchanged. Local Windows audit: 669/669 PASS. Branch CI #80: Ubuntu and Windows PASS; tag-only build/release jobs skipped.
