Implemented peer evaluation reassignment support for cases where a student is unsure how to review a submission.
Added a reassignment option in the student peer review flow without changing the existing evaluation logic.
Added a textbox so students can provide a reason before reassigning an evaluation.
Improved the frontend review experience with clearer reassignment feedback and reassignment history display.
Strengthened backend validation for reassignment requests and returned reassignment metadata in pending evaluations.
Cleaned up related frontend TypeScript issues and updated .gitignore to avoid ignoring important project config files.
