It runs on the same Chromium engine that powers the browsers you already know, but everything around it — the window, the tabs, the settings, the little decisions about how things look and feel — is Mozart's own.

Mozart runs on WebView2 — the same rendering engine as modern Edge and Chrome — bundled directly into the app, not borrowed from whatever happens to be installed on your machine. That means Mozart starts the same way on every machine, every time, regardless of what Windows image it's running on.
Everything else — the interface, the tab model, the settings system, the theming engine — is custom-built in C# and WPF, designed to feel purpose-made rather than assembled from parts.
