[Bug] Add corporate footer ebi-header-footer.js to global(`vf-component-rollup`) scripts.js

• Add the reference of https://stable.visual-framework.dev/assets/ebi-header-footer/ebi-header-footer.js inside the scripts.js file under component/vf-component-rollup
• This would make the ebi-header-footer.js code available through CDN hosted https://assets.emblstatic.net/vf//scripts/scripts.js file
• Remove reference of https://stable.visual-framework.dev/assets/ebi-header-footer/ebi-header-footer.js from https://gitlab.ebi.ac.uk/ebiwd/ebi-error-pages files
