That's correct, we have 24 v6e-1 TPU agents in the cloud-tpu-inference-test project.

Switched to using the
ci_v6emodule to create the v6e-1 TPU agents incloud-tpu-inference-testproject.The startup script used within the
ci_v6emodule already had the Docker install command removed previously.
