Add optional DTS audio transcoding

Hi, some DLNA clients, particularly certain LG webOS TVs, cannot decode DTS audio. When streaming media with a DTS/DTS-HD audio track through VuIO, the video can be streamed directly, but the client cannot play the audio

This is a known issue of the webOS, e.g., jellyfin/jellyfin-webos#56 and jellyfin/jellyfin-webos#104 . Jellyfin can automatically transcode unsupported codes, but this can sometimes lead to playback interruptions

It would be useful if VuIO could optionally transcode unsupported codecs

release notes:

Initial transcode support added, in settings enable or force in Transcode section (DTS->AC3) for DLNA clients
DTS,AC3->AAC for web clients, so every video from collection now works in web (Including MKV)
Audio track selection added to web on port 8080, not in 8090 version yet
ffmpeg is not used (to avoid licensing issues), own fork of codecs integrated with MIT/Apache 2.0 licenses, no external deps

As this is initial support, if video have several DTS tracks, they ALL converted to AC3 on the fly, and you can select track from TV
Transcode disabled by default for TV, and enabled for web player
