Surfaces the roll-access management panel (/members/roll-access) in the exec tools grid. Visible to all leadership (transparency); the panel itself lets leadership view the editor list while admin-tier managers (Doug, Chell, Cheryl) grant/revoke. UI change is additive/role-gated (shows existing write controls to a new role); no new visual components. Behavior verified against the contact-service API after deploy.
