Adds Partcl to the professional design help directory, as discussed.

Partcl builds Boson, a GPU-native digital implementation engine (synthesis, placement, CTS, and STA). The entry is positioned for GF180MCU shuttle users: fast full-chip iteration for design exploration before the shuttle deadline, timing verification before tapeout, and use alongside the existing open-source flow rather than replacing it.
