Navbar buttons not working consistently

The navbar buttons act a little funny--sometimes I have to click on one (in Chrome on a desktop) several times before the existing popover closes and the new one opens.

I can reproduce the issue. Looking back on it, I really made a huge mess when I wrote the radio buttons and popovers. Time to straighten all that out.
