docs: add native dialog preflight evidence

Summary

• Package docs/NATIVE_DIALOG_DOGFOOD_AUDIT_2026-07-05.md as installable evidence.
• Expose the audit as native_dialog_preflight in quality-evidence for the Codex/Claude integration axis.
• Keep native_dialog_approved_dogfood pending until explicit operator approval and a real answered OS dialog dogfood run.

Effect Check

• codex_and_claude_code_integration now shows native_dialog_preflight as satisfied evidence.
• promptlane_95_quality remains pending with the same four blockers.
• This improves integration clarity without treating no-dialog fallback proof as approved native OS dialog proof.
