New dataset, landslide susceptibility

What I changed

• Extracted the h3 polygons from the WorldPop layer and created a reusable pickle
  • h0_dictionary_of_h6_geodata_frames_land.pickle
• Created notebook for creating the parquet file containing the h3 polygons with zonal stats from a TIF
  • Generate_H3_from_TIF_to_Parquet.ipynb
• Resulting Landslide Susceptibility Index layer
  • landslide_susceptibility_mean_2023.parquet
• Uploaded output parquet to the internal Space2Stats GLOBAL parquet location
• Create a STAC item and linked it in the catalogue

How to test

• Download the processed data layer from s3
• View the data on map via the '5) Quick sanity checks' section of the workflow notebook:
  • Generate_H3_from_TIF_to_Parquet.ipynb
• Load the data in the a local test database, run the server locally, and test on user-doc notebooks.
