release: date the 0.1.0 changelog entry - #22

The entry read "unreleased", which it is about to stop being. Dated rather than left for the tag to imply, because the changelog is what a user reads to decide whether to upgrade and "unreleased" against a published version is the kind of small lie that erodes trust in the rest of the file.
