Bumps the bundled docker CLI from 29.8.2 to 29.9.1.
docker-29.9.1.zip.dockercli-v29.9.1is built from main; a follow-up commit points the manifest at it, as in deps: docker CLI 29.8.2 #525/deps: arm64 docker CLI 29.8.2 from dockercli-v29.8.2 #527.third_party/docker-cli/versions.env: tag v29.9.1 at dfc520d (dereferenced commit), Go 1.26.9 (matches docker/cli's Dockerfile and the engine).The engine stays 29.9.0; moby 29.9.1 (containerd 2.4.2 security fixes) is a separate change.
