build(deps): bump @types/node to 26.6.4 - #613

同步 4 个 workspace 包的 @types/node，并修复升级引发的类型问题： - src/network/fetch.ts：@types/node 26 起全局 Response 与 node_modules 中独立 undici 包的 Response 不再结构兼容（两者本就是不同实现），以 unknown 中转。 - ui/tsconfig.json：lib 补 ES2022。UI 代码已在使用 Array.prototype.at，此前 依赖 @types/node 22 间接引入的 ES2022 lib 引用，26 起不再传递。 - 刷新 docs/technical-debt/metrics.md 基线（双重断言 32→33）。
