DEPENDS.txt is out of sync with actual LaTeX package usage

Problem

DEPENDS.txt lists 62 LaTeX packages as build dependencies, but analysis reveals:

1. 6 packages are used in brand-book.tex but MISSING from DEPENDS.txt:

   • tikz — \usepackage{tikz} (line 7)
   • multicol — \usepackage{multicol} (line 16)
   • geometry — \usepackage[paperwidth=...]{geometry} (line 18)
   • xcolor — \usepackage{xcolor} (line 21)
   • graphicx — \usepackage{graphicx} (line 25)
   • textcomp — \usepackage{textcomp} (line 11)

2. ~48 packages are listed but NEVER loaded in brand-book.tex:
   Examples: acmart, algorithmicx, babel-russian, biblatex, cancel, cleveref, cyrillic, eolang, hyperxmp, libertine, polyglossia, to-be-determined, etc.

3. to-be-determined (line 55) is likely a placeholder/stale entry.

Solution

Two approaches — prefer Option A as it follows the existing convention in other zerocracy repos (e.g., judges-action uses a lean DEPENDS.txt):

Option A (recommended): Trim to only actually-used packages

Replace DEPENDS.txt contents with:

hard graphicx
hard hyperref
hard iexec
hard microtype
hard multicol
hard svg
hard tikz
hard xcolor
hard booktabs
hard csquotes
hard anyfontsize
hard textcomp
hard setspace
hard href-ul

Option B: Add missing packages and document that DEPENDS.txt is a superset

Keep the full list but add the 6 missing packages. Add a comment explaining this is a complete TeX Live snapshot, not just used packages.

Verification

make clean && make

The PDF should build successfully. The yegor256/latexmk-action in CI uses --depends=DEPENDS.txt to pre-install packages, so a correct list ensures faster and more reliable builds.
