#1417: require pmp in award, so the bylaw can be read from the PMP

When no query is given, Fbe::Award.new reads the bylaw with Fbe.pmp(...), but lib/fbe/award.rb required only factbase/syntax, joined and fb. Fbe.pmp existed only if something else had loaded fbe/pmp first, so a judge that did require 'fbe/award' alone failed with NoMethodError: undefined method 'pmp' for module Fbe.

Added require_relative 'pmp' to lib/fbe/award.rb, and a test that builds an award from a PMP fact without a query; it fails with the NoMethodError above without the fix.
