Historical awards reports selected the latest reconciliation from all dates, including dates after the report's today value. A future payout snapshot could therefore affect the displayed payable balance.
The reconciliation lookup now excludes records after the report date before selecting the latest one. The regression case compares a past reconciliation with a future one while rendering as of an earlier date.
Checks: TestAwards#test_fn_payables_ignores_reconciliations_after_report_date and the repository's Ruby/XSLT CI suite.
