AIP-9641: Update to publish to pypi. Fix code for updated dependencies.

Changes:

• The github actions file had unsupported causing failures in publishing to PyPI. Updated the file and confirmed that the github actions are successful and the dev package appears in test PyPI.
• Some dependencies were too old to continue to using. As a result of upgrading them to relatively newer versions, we have to use Dask v2025 or higher. Therefore, some code using Dask had to be updated to work while remaining backwards compatible.
• Similarly, we have use new annotations from moto in the tests.
• Corrected the branch of zillow-metaflow to feature/aip.
• Updated the ReadMe to development instructions.

Testing:

• Successfully ran the integration tests in aip-serving-sdk and aip-workflow-example with this change.
