This bump cannot merge as-is: the current CI solution filter excludes IntelligenceX.Tools.EventLog. At head c9406b6, its Release net8.0-windows build fails with 43 v4 API errors (including missing NamedEvents and now-internal query contracts); the same project builds cleanly when forced to EventViewerX 3.3.4. A safe upgrade needs EventViewerX 4.x package qualification, migration of the Event Log tool contracts and tests, and a CI gate that builds that pack. Please decide whether to retain 3.x and close this bump or scope the coordinated v4 migration. |

Summary
Migrates IntelligenceX Event Log tools to the public EventViewerX 4.0.1 package family. Queries, security summaries, named event rules, and collector subscriptions use the v4 contracts provided by EventViewerX. The EventViewerX owner change was merged in EventViewerX #128 and the 4.0.1 libraries are published on NuGet.
Adds an EVTX integration fixture and Windows test coverage for filtered queries, statistics, and failed logon summaries. Windows Event Log integration jobs use the supported
windows-2022image after the currentwindows-latestimage returned an RPC error from the native EVTX reader. Other platform builds remain in the CI matrix.
