  • Defines the problem-of-time surface as a conditional BW/geometric-branch observer-relative time reading, not an operational-clock theorem.
  • Synchronizes the compact paper, PAPER fragment, supplement port, and appendix status table to the downgraded claim tier.
  • Qualifies book-wide modular-time and clock language with candidate / observer-relative / BW-branch caveats.

Tested: patch --dry-run -p2; git diff --check; targeted overclaim phrase sweep.

The problem-of-time surface is resolved as a conditional BW-branch
observer-relative reading rather than as an operational-clock theorem.
The compact paper, PAPER fragment, supplement port, appendix ledger, and
book summaries are synchronized to that claim tier.

Constraint: Issue FloatingPragma#56 requires either theorem/corollary status or explicit downgrade with companion surfaces aligned
Rejected: Treat modular time as a proved global clock theorem | The BW theorem derives geometric modular flow, not arbitrary operational clocks
