Replace Controls CI artifact transport with run cache

Alcance

• retira la publicación legacy CarePad-controls-module-debug de Android CI;
• sustituye su transporte intra-CI por una cache única por run_id + run_attempt;
• conserva :controls-module:assembleDebug en el build standalone;
• conserva Run Controls product module smoke test y el mismo script/oráculos;
• conserva C1.3 manual (workflow_dispatch) y su build de Controls;
• no toca CarePad-debug, CarePad-qa-target, CarePad-focus-androidTest-debug ni QA Physical Signing.

Validación previa

• base revalidada: main@25b89a30d6322ec7e4232b278d890eeab90f01e1, Android CI #455 SUCCESS;
• git diff --check PASS;
• diff limitado a .github/workflows/android-ci.yml;
• no queda ninguna referencia a CarePad-controls-module-debug;
• restore usa fail-on-cache-miss: true para no degradar cobertura silenciosamente.

No fusionar sin aprobación explícita de Joël.
