Room-scoped chat.event is a C-1 ordered room broadcast. Receiver sender admission, InAoi, and tombstone only affect Attribute Query, so independent clients keep the same (MessageId, roomSequence) stream.

Verification
Independent review 通过 after P1 fix c99d2e2. Replica tests 31/31 twice.
