docs: make the public repository navigable

Summary

• replace the overloaded root README with a concise public front door
• add a central documentation hub plus evidence, architecture, research, use, contribution, and full repository maps
• add local README indexes to previously opaque core directories
• preserve every existing artifact and stable public entry point in place
• add an automated local-link and required-entry-point check to make verify
• reconcile the Epistemic CI log with upstream check 9 after the existing live drift control caught it

Preservation boundary

No experiment, result, canonical/imported record, paper version, manifest, or historical path was moved, deleted, or rewritten. The new pages are navigation and reader guidance; existing ledgers retain claim authority.
