Summary

Restore the repository tree to the confirmed-working v0.46.7 baseline
Revert the post-0.46.7 runtime, migration, signing, and dependency changes from main
Keep release bundle assets separately restored on the bundles release

Verification

Confirmed rollback worktree matches v0.46.7 with git diff v0.46.7 -- .
Confirmed version surfaces are back to 0.46.7
