The Control center and its decision registry landed since v0.12.5 — a new user-visible surface, so this is a minor bump pre-1.0 rather than a patch. Regenerates the dependency notice bundles and inventory, which embed the crate versions.

Why
The Control center and its decision registry landed since
v0.12.5(#9) — anew user-visible surface, so pre-1.0 this is a minor bump rather than a patch.
The release workflow refuses to build unless every manifest matches the tag,
and the notice bundles embed the crate versions, so they must be regenerated
with the bump.
How tested
pnpm notices:generateunder the pinned toolchain (rustc 1.98.0), thenpnpm notices:check— inputs and bundles match the reviewed inventory.pnpm run verify— typecheck, Rust and TS test suites, lint, builds and the72 visual story checks all pass (exit 0).
