Pass actual handle array storage to Vulkan enumeration and command-buffer allocation. The previous calls passed the V array header pointer, which could produce invalid handles. This PR changes only hand-maintained ergonomic code. The generated callback-array typedef fix was produced from antono2/v_vulkan_bindings#17 and merged separately as #62.
