The main branch has failing CI, check run.

Partition schema cache rejected nanosecond timestamp partitions. Added them.

Heads up that these two commits are also on the concurrent-compaction-groups branch behind #2041 (be099da, e198f34). I verified they fix the failing checks there and leave them in place for now; I will drop them from #2041 and rebase once this merges.
