Summary
Brings the stale artifact-regen commit (`acdc566`, Apr 26) from `release` back into `development` so PR #43 (development → release) can merge cleanly.
The conflict was in `SBOM.md` and `STRUCTURE.md` only — both auto-generated. Resolved in development's favor since the format on development is the post-#34 stable-headers version that supersedes the older regen.
Test plan
