The org chart has been published since before the repository went public. The decision log still carried D29 as open and needing action, and that stale entry was read back as current state. Verified rather than assumed: the chart, the site root and USE-CASES all return 200, and the published page reads 172 skills — the current count — so Pages is republishing on push exactly as option (a) predicted.
